About the client
Our client is a reputable property developer and asset owner with a growing portfolio of residential and office properties in Hong Kong. The business places strong emphasis on building safety, reliability and long-term asset value, and is now looking for a Head of E&M to oversee all electrical and mechanical operations for its owned portfolio.

This is a hands-on leadership role that combines strategic planning with day-to-day operational oversight, ensuring properties are well-maintained, compliant with local regulations, and provide a stable environment for residents and commercial tenants. The successful candidate will work closely with property management, projects and finance teams to plan maintenance, manage vendors and lead a sizeable in-house technical team.

Job Responsibilities
  • Take overall ownership of E&M operations and maintenance across the company’s residential and office portfolio
  • Lead, coach and manage a team of around 30 staff (engineers, supervisors, technicians and operatives), setting clear standards and KPIs
  • Plan, implement and monitor preventive and corrective maintenance programmes for all critical systems (electrical, MVAC, fire services, plumbing & drainage, lifts/escalators, etc.)
  • Oversee incident / fault response, troubleshooting and service restoration, leading root cause analysis and implementing corrective and preventive actions
  • Work closely with property management and leasing teams to support tenant-related E&M issues and maintain good service levels
  • Manage external vendors and contractors – tendering, contract administration, performance review and cost control
  • Maintain accurate records, documentation, drawings and asset registers for all E&M systems across the portfolio
  • Drive continuous improvement in maintenance standards, energy efficiency, system reliability and workplace safety culture
  • Represent the E&M function in internal meetings and with external authorities as required
Skills and Requirements
  • Degree or above in Electrical / Building Services / Mechanical Engineering or related discipline
  • Holder of valid Hong Kong Grade B Electrical Worker Licence or above (Grade A not sufficient)
  • Solid experience in E&M operation and maintenance within property / facilities management, preferably covering both residential and office buildings
  • Proven leadership experience managing sizable technical teams (around 20–30 people or more), including supervisors and front-line technicians
  • Hands-on mindset with the ability to balance office-based planning and on-site supervision / inspection
  • Good communication and stakeholder management skills, able to work closely with property management, tenants, contractors and senior management
  • Good command of written and spoken Chinese and English; ability to communicate with front-line staff and management effectively
