Our client is a leading MNC with businesses all over the globe, they are currently undertaking a major HR transformation. Moving away from fragmented, traditional HR operations toward a streamlined HR Shared Services function, they seek a visionary HRSS Head to build this with the transformation team from scratch—starting locally in HK, then expanding across APAC and globally.
This isn't just a setup role; it's about dismantling silos, migrating legacy processes/systems, embedding digital self-service, and fostering a service-oriented mindset. You'll partner with HRBPs, COEs, and business leaders to ensure seamless adoption, compliance, and measurable ROI amid cultural and operational change.
The ideal candidate should be someone who is not only strong in HR operation matters but also equipped with transformation leadership – guiding the people behavioral change instead of just transitions.

You'll partner with HRBPs, COEs, and business leaders to ensure seamless adoption, compliance, and measurable ROI amid cultural and operational change.
The ideal candidate should be someone who is not only strong in HR operation matters but also equipped with transformation leadership – guiding the people behavioral change instead of just transitions.
Key Responsibilities:
- Conduct a current-state assessment of traditional HR processes (payroll, onboarding, queries, data management) and design a target HRSS operating model with SLAs and self-service focus
- Drive system selection/migration (e.g., HRIS like Workday/SuccessFactors), integrating legacy data while minimizing disruption during the transition
- Lead change management: develop roadmaps, communications, training, and coaching to shift mindsets from decentralized to shared services excellence
- Build and upskill a new HRSS team, defining KPIs for service levels, process efficiency (e.g., 30%+ cycle time reduction), and continuous improvement
- Engage stakeholders across HK HQ, regions, and functions to secure buy-in, resolve resistance, and align on phased/ regional rollout
- Ensure regulatory compliance during transformation, including multi-jurisdictional policies for HK, APAC labor laws, and data privacy
- Monitor transformation metrics, feedback loops, and vendor partnerships to optimize and sustain the new model
- Bachelor degree in Human Resources or any other related field
- 10-15 years in HR operations/shared services, with proven success leading transformations from traditional to centralized models at MNC level
- Hands-on experience in HRSS setup, including process reengineering, HR tech migrations, and scaling across HK/APAC/global footprints
- Strong change management expertise to navigate resistance, drive adoption, and embed a service culture
- Project leadership skills for complex, phased implementations involving multiple stakeholders, budgets, and timelines
- Outstanding communication and influencing skills in English and Chinese (including Cantonese and Mandarin)
- Candidates with short notice period are desired
