The Strategic Project Manager will serve as a key engine of execution for the COO Office. This role is responsible for driving high-impact, cross-functional strategic initiatives across insurance operations, digital transformation, business process optimization, and target operating model design. You will bridge executive strategy and operational implementation to ensure project delivery meets timeline, budget, and business performance benchmarks.

Key Responsibilities
- Partner with the COO and senior leadership to translate corporate strategy into actionable operational roadmaps and project portfolios.
- Lead end-to-end management of high-priority strategic projects, including core insurance platform modernizations, automated underwriting/claims solutions, and operating model transformations.
- Scope business requirements, establish KPIs, allocate resources, and track progress against key organizational milestones.
- Assess current-state insurance operations (underwriting, policy administration, claims, customer service) to identify automation, digital integration, and efficiency opportunities.
- Drive Target Operating Model (TOM) enhancement to ensure scalability, agility, and alignment with digital distribution channels.
- Implement structured framework and change management practices to ensure adoption of new operational workflows.
- Serve as the primary liaison between executive leadership, IT development teams, third-party vendor partners, and front-line business operations.
- Prepare executive-ready steering committee decks, business cases, ROI analyses, and project status dashboards for C-suite alignment.
- Identify operational risks, project bottlenecks, and regulatory impact early, implementing proactive mitigation strategies.
- Bachelor’s Degree in Business Administration, Finance, Information Technology, Insurance, or a related discipline.
- 5–8+ years of progressive project management or business management experience, ideally within the Insurance sector (Life, Health, or General Insurance) or Management Consulting (focusing on insurance transformation).
- Proven track record of managing cross-functional transformation projects and strategic domains.
- Strong understanding of insurance value chains (underwriting, distribution, claims, policy administration, and regulatory landscape).
- Experience with digital insurance technologies, automated workflow engines, SaaS integrations, or enterprise platform implementations.
- Proficiency in structured project delivery methodologies (Agile, Waterfall, Scrum); PMP, PRINCE2, or PMI-ACP certifications are strongly preferred.
- Advanced presentation and business writing skills for senior executive audience engagement.
- High strategic acumen with the hands-on ability to dive deep into operational details.
- Strong written and verbal communication skills in English and Chinese, Mandarin would be an advantage.
