Out client is a well-known financial services company and currently seeking a strategic and results-focused Technical Program Lead to oversee application development and maintenance within a specific business domain. This position will involve managing a local team as well as coordinating with external vendors to ensure system stability, drive modernization efforts, and ensure compliance with necessary regulations. The successful candidate will exhibit strong leadership skills, technical expertise, and a collaborative approach to delivering effective technology solutions that meet business objectives.

Key Responsibilities
- Direct and oversee the local application team and any associated outsourced teams, providing mentorship and performance oversight to ensure high-quality outcomes and team effectiveness.
- Manage the entire lifecycle of applications, including design, development, testing, deployment, and ongoing support. Ensure prompt resolution of production issues and drive initiatives for continuous improvement and modern upgrades.
- Coordinate with external vendors to ensure that service level agreements (SLAs) and quality standards are met. Serve as the main point of contact for all matters related to application management, collaborating with business partners to gather requirements and prioritize projects.
- Ensure that all applications comply with regulatory standards and internal governance protocols. Maintain comprehensive documentation to support audits and compliance assessments.
- Bachelor's degree in Information Technology, Computer Science, or a similar field.
- A minimum of 12 years in application development and maintenance, including at least 5 years in a leadership role.
- Experience in insurance, pension or MPF system related platform is a big plus.
- Familiarity with relevant systems is a plus. Experience with cloud-related projects, particularly in specific cloud services, is preferred. Knowledge of Agile and DevOps methodologies is beneficial.
- Proficiency in Cantonese, English, and Mandarin is required.
- Candidates with less experience can be consider as a Technical Project Manager.
