Job description

We are seeking an experienced IT Manager to oversee technology operations and governance across multiple Asian offices. This leadership role is critical in ensuring that the Bank’s IT services, security, and compliance frameworks are robust, efficient, and aligned with both local regulatory requirements and global standards.

Role Overview
As IT Manager, you will be responsible for leading a team that delivers reliable onsite IT services, ranging from service desk support to infrastructure operations and application management. You will play a key role in strengthening IT governance, managing incidents and change processes, and ensuring compliance with regulatory obligations.
The ideal candidate will combine technical expertise with leadership skills and a deep understanding of regulatory requirements.

Key Responsibilities
  • Lead and manage the IT team to deliver high‑quality support and infrastructure services.
  • Oversee IT governance, risk management, and compliance with both internal policies and external regulations.
  • Act as the designated responsible person under local banking ordinances and regulatory frameworks.
  • Manage IT incidents, change processes, and procurement activities, including invoice approvals.
  • Coordinate with regional IT teams to ensure seamless support across multiple Asian locations.
  • Establish and maintain business continuity plans aligned with the Bank’s overall strategy.
  • Provide oversight of outsourced service providers, ensuring quality and accountability.
  • Represent IT in management meetings and liaise with internal and external stakeholders.
  • Lead IT projects, supervise delivery, and manage budgets effectively.
Requirements
  • Bachelor’s degree in Computer Science, Information Technology, or a related discipline (Master’s degree preferred).
  • Professional certifications such as CISSP, CISM, CISA, ITIL, or PMP are highly desirable.
  • Knowledge of banking regulations and compliance frameworks (e.g., HKMA, MAS, or equivalent) is an advantage.
  • Minimum 10 years of IT experience, with at least 5 years in a managerial or leadership role.
  • Proven track record in IT governance, risk management, and compliance within the banking or financial services industry.
  • Hands‑on experience managing IT infrastructure, service desk operations, and application support.
  • Strong background in IT security, incident management, and change control processes.
  • Experience coordinating across multiple regional offices and managing outsourced service providers.
  • Excellent leadership and team management skills, with the ability to mentor and develop staff.
  • Strong communication and stakeholder management abilities.
  • Analytical mindset with a focus on risk identification and mitigation.
  • Ability to balance strategic oversight with operational execution.
  • Budget management and cost control expertise.
